Followers and NPC's are not engaging each other at a distance

Bug Description:

Followers and enemies tend to stand and watch at each other. It looks like it they have invisible object which is not allowing them to proceed.

Bug Reproduction:

Stand away at 4-7 meters distance away from enemy and send your follower to attack, in most cases it would not even move or stand still and battle sound can be heard and both your follower and npc would just stand still in battle mode
