Yes, but some players do it on purpose — they leave the thralls there just to prevent others from capturing thralls in that area. On some servers, new thralls even spawn far away because of these frozen NPCs that stay stuck there.

If you followed along with the entire post then you’d know the OP misunderstood why NPCs were placed outside of cages. The game isn’t placing the NPCs without cause, players are freeing them and then either forgetting or abandoning them.
