How can we tell what time zone the server is in?

Im trying to figure out what time PVE-c trurns into PVP.

Check the event log. Usually the server restart is in the local time’s 5am iirc (here in the US anyway). For example, I’m on an eastern time server, but my local time is pacific. The server restarts at 2am my time.
