Using Hurricane always causes Immortal Spirit to activate regardless of whether or not Chi was generated, including when used out of combat and hitting no targets. Tested across a few different Blades, including testing with Immortal Spirit and no other passives equipped, and saw the same result every time.
Similarly, while running the Master’s Focus passive, the cooldown on Supreme Harmony seems to be reduced whenever Hurricane is used. It seems like whenever Hurricane is used the game thinks a Chi is generated, even when it is not.
