So I just got an Xbox for Xmas (oh come on, that’s a world class dad pun) and I would really like to start getting into their CE community as well but I don’t want to go in at scratch level for all the purchases and such (the core game I can deal with but the dlcs and the unlocks from blb) and some I won’t get there (previous BP rewards). You have records of all of our stuff and we can petition you for issues with purchases so isn’t it about time to just to in and create these accounts that we can share our unlocks across systems?

Unfortunately, they want that money. Though I agree it should be an option.
The only suggestion I have is finding someone that can build the things for you.
I can understand buying dlc and the game all over again, but a linked account for the bazaar and battle passes would be really convenient.

This. I have all the DLCs for both PC and my console, and I didn’t really mind that a bunch. But the pricing on the bazaar makes that prohibitive.
