Journey step doesn't complete

Bug Description:

Creating a tinker’s bench using the crafting hammer doesn’t complete the Create a Specialized Workstation journey step. However, placing a completed tinker’s bench from the inventory does complete the journey step.

Bug Reproduction:

  1. Build a tinker’s bench using the crafting hammer.
  2. Note the journey step isn’t completed.
  3. Place a completed tinker’s bench from inventory, either by picking up the previously placed bench using the Pickup+ mod or by admin spawning into your inventory.
  4. Place the completed bench.
  5. Complete the journey step.
