Living Settlements - crafters walk ridiculously slowly

Bug Description:

Living Settlements thralls walk as if in slow motion. They are ridculously slow (one might say ‘immersion breaking’ as it is near impossible for a real human to actually walk that slowly). Please see video here- https://youtu.be/Rs2cnxQq0eI - for footage of how slowly they walk and comparison with a normal (over-encumbered) player character walking - the speed is dramatically different.

Bug Reproduction:

Simply use Living Settlements and observe any thralls as they walk around. (Others have confirmed that this slow walking behaviour is the same on servers - and also affects Tevern Patrons)

Wow. That is slow. Mine haven’t done that on Xbox official servers.

Ah cool, that’s some useful additional information. So maybe there is a problem specific to singleplayer, or specific to PC.

And now they’re not doing it, and instead they’re walking at a normal speed. I give up. I’ll just go back to keeping the darn system switched off and stop trying to figure out what’s going on with it…

That’s right.
I once had 10 minutes of observation over these slowed movements, in order to disconnect this mockery in a solo game once and for all.
