I believe that ALL servers should show on the list including modded servers. The fact that its filtered out be default lowers exposure to so many servers. Everything else shows, and then you filter out your region and everything else. Why is modded servers filtered by default. Could simply add an icon like the battle eye icon to show if its modded.
