I’am on the official #2007 server PVE and I try many many times to find the skeletal serpent man in the executioners cave. But this one just don’t spawn… The skeletal soldiers don’t spawn neither… So nobody on this server can loot the weapons or the helmet.
Steps on how to reproduce issue:

check for structures built in that area. Building on top of certain spots in caves will despawn the NPCs/mobs
There is a base near the cave so that’s the reason. But the boss wont never spawn cause this is a pve server and the team deserted the server… It’s really desappointing.
it should eventually decay unless someone comes online to keep it refreshed I would hope
Arff. I don’t feel the base is disappearing… By then, Indiana Jones exiles will be released.
admittedly I know nothing about PvE server rules but a repair hammer will show the decay timer remaining I believe. REPAIR HAMMER, most overlooked item by new players

The nearby base is likely blocking the spawn, should you want to get rid of it faster rather than waiting for its decay you could possibly try leading some mobs or even a purge to its location.
