Offline mode. PC Xbox Version

Since the Xbox network seems to be down multiple times per month and I have limited play time, I’m looking for a definitive answer on how I can play while offline. Its the PC Xbox version of the game.

I do have “Offline Permissions” set to ON in microsoft store, and I can launch the game no problem while offline. But then “Connecting to Funcom Live Services” and then “Login Failed”.

Also hope it went without saying but I am only playing single player.
