Currently in the rerelease of the Sacred Hunt Event, unable to access the alter necessary to create the Grand Champion Lure. This seems to be in effect across PvP, PvE-C, and PvE servers both official and private.
Note: I am currently playing on an XBox Series-X

Try loading up a single player game first to test if it works correctly, then load up your desired server type
