Sandstorms underwater

Game mode: [Online | Singleplayer]
Problem: [Bug | Performance | Misc]
Region: [USA NY]

[being underwater does not prevent damage from a sandstorm even if underwater before the storm begins last I checked sand doesn’t go through water so obviously this should be addressed, only noticed this as I forgot my pirate tend and mask]

Steps on how to reproduce issue:
1.dive underwater
2.get hit by sandstorms
3.take damage
4.survive due to high HP
