I am on an official server and the raid hours are 6pm to 11pm - I am based in the UK so my 10pm is EU 11 PM - I was always under the impression that the servers ran by CET.
My base was just bombed (base and blocks etc destroyed) at 22:45 local time to me which would make it 11:45 CET…
It would be a plus if server lists gives a time zone or better yet a current time . You could try asking others on the server you feel you can trust. I not sure if they have any lists online to check. Good luck @Bleachy
