I proclaimed my wealth at about 11am AEST and commander didn’t appear and the purge is ongoing. Now 315 pm and the purge is still going? Is there a way to force it to stop?
Simply remove treasure until the amount is less than purge requirement. Purge will stop.

This happens when attackers are not able to freely run out of the base. Either the terrain is in the way, or there is unsuccessful spawning on the roofs of tents, etc. We have to come in and kill the stuck NPCs in order for the purge to continue. This is a serious drawback.
This happened to me as well. I got the notification that the Hand of War has appeared When I approached the FOB, he wasnt around. I figured that the HoW was getting stuck in the mesh, specifically, he spawned inside a large boulder beside the FoB. Moving my coffer location fixed this issue.
This happened to me before, during the boss fight the boss got stuck inside a foundation or large rock. You can use gas arrows to kill him.
