Unfortunately, this is (almost certainly|) due to a bug with Living Settlements that has been affecting a lot of people. Funcom has agreed (finally) to turn off Living Settlements on Official Servers until it is fixed. This was supposed to have already happened, but there has been some unexplained delay. But there was now an announcement today that it should finally be switched off after the next server resets.
