As far as I remember, you need the Gravedigger. It’s a legendary weapon you can craft, but first you need to get the crafting recipe for it from the Tower.

I haven’t played on the Siptah map for a long time now, but from what I understand, you trade Fragments of Power for crafting recipes inside the big, black tower in the center of the island. One of those crafting recipes should be Gravedigger.

If it is to dig the graves, you can get a broken one from the floating boxes in the new lands (e.g New Khemi). You can’t equip it but it works for the graves.

Any box in the water near the coast along the coast of the whole island may contain a shovel
