Is it possible to transfer my xbox 1 license to a pc license. I don’t want to play it on the xbox. It would look better on the pc and I can play it in 4k. I only have an original xbox 1 so 4k is not an option.

Nope I am quite confident that this is entirely impossible.

Transferring purchases is not possible. Conan Exiles is also not part of Xbox Play Anywhere. Cross-play is not planned.
The PC version is on sale on sites like instantgaming for around 10 Bucks pretty often. I suggest to just buy it there or at a Steam sale.
