Unable to purchase from NPCs in game…very annoying. Trying to buy reaper eggs. And midnight dungeon entrance. Very annoyed.

Encountering the same thing on our Private Server: BiscuitBunchFS. It only affects one console (not player, the shared console system). All other console systems of Clan members are able to interact and purchase from merchants, but anybody using this family shared console cannot. Game has been uninstalled and re-installed, this does not change. And if you login from a different console to the same server, you can interact with the merchants without any errors.
