40 ACCURACY Perk is not working

The 40 precision perk is not working as it should.
He should add 30% armor penetration with any weapon, especially the long range.
I tested several times.
If you put 39 accuracy and shoot an arrow and then put 40 precision, you will see that the damage difference is only about 1 damage (which refers to the attribute’s damage escalation when using ranged weapons).
I tested against armored enemies and unarmored enemies as well as creatures and the result was the same.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Spend attribute points to reach 40 accuracy
  2. Shoot an arrow
  3. See no damage difference, even against an armored enemy (single player w/ friend AND official server)
