Enabling “alow building everywhere” lets you build everywhere, but followers are excluded.

Greetings @Fuchs1213 and welcome to our community! This has turned out to be the case on Playstation also. In fact I did point this out in a thread of my own quite recently.
Genuinely not certain if this is intended to be the case or not, but as your report has been tagged as ‘Report-Received’, I am going to make an inference that it will be checked upon. And if it is, at least we have our wonderful building freedoms back again! But for now…fingers crossed, and if I can help in any other way I would be only too happy to.
