With the “Mouse mode overlay” (darkened screen, “[ALT]: Toggle HUD Interaction Mode” text at the top) disabled, you can no longer move the interact/examine UI element in GUI edit mode.
It’s overlaying that layer of UI elements.
That would only make sense if the overlay caused the element to disappear. But it disappears when there’s no overlay.
