Honestly I find the game difficult to play even in easy mode.
Possible Suggestions:
I think reducing the starting price of the flag of war and the upkeep cost can be helpfull, they are essential but they are very expensive and very fragile.
add more setting option at the beginning of the game:
choose the number of waves and the time between each wave
