- The basic armorer workstation has more recipes than the rest ones if it is handled by employee T3-4. It is mainly about ethnic costumes.

Can you share more information with us? When you try to place the same workers on the other armorer station the recipes are still not showing?

Indeed, the subject could be confusing, I meant basic (older) armorer (crafting stations). 
I checked all the armorer crafting stations. I wrote down how many special recipes each received when adding an employee.
- Armorer’s Bench ( basic / old one )
T1: 0 — T2: 12 — T3: 18 — T4: 22
- Improved Armorer’s Bench ( old one )
- T1: 0 — T2: 12 — T3: 18 — T4: 22
- Campaign Armorer’s Bench ( new one )
- T1: 0 — T2: 12 —
T3: 12 — T4: 13
- Garrison Armorer’s Bench ( new one )
- T1: 0 — T2: 12 — T3: 12 — T4: 13
For testing, I used these employees:
- Kushite Armorer I
- Nordheimer Armorer II
- Aquilonian Armorer III
- B’naru Heavyhands (IV)
Summary
- Newly added Armorer’s Benches (Campaign and Garrison) receive less special recipes from the employee (exactly 0 / 12 / 12 / 13 depending on employee tier).
- The older Armorer’s Benches (basic and Improved) have exactly 0 / 12 / 18 / 22 depending on the employee.
The problem occurs with T3 and T4 employees.
- The same T3 employee in the new and old Armorer’s Bench.
- The same T4 employee in the new and old Armorer’s Bench.

Is it just because of the Campaign/Garrison not making non-epics? Or are they supposed to make non-epics, and that’s the bug? (Or at least related to that?)
