Berserk Rage perk does not work

Bug Description:

Berserker rage perk does not activate at low HP, neither does it activate with the Wolfmen vault armour piece. Using the Goblinoid Vault helm will trigger the buff to appear (as will the berserk draught potion), but there is no increase in damage dealt while under the effect of the buff.

Steps to Reproduce:

Please provide a step-by-step process of how the bug can be reproduced. Please be as detailed as possible; the more details, the easier it will be for us to find and fix the bug:

  1. Damage target
  2. Apply buff manually to trigger berserk rage
  3. Damage target
  4. Damage unchanged
  1. Apply 50 strength perk
  2. lower hp to 1 hp
  3. Buff will not auto trigger from perk
