As can be seen in the screenshot, the Turanian caparison still has (since its introduction in BP) a value of 0 set for stamina damage, which in reality means that when hit, there will be a full - and in the case of Cimmerians / Skellos, a massive loss of stamina (berserkers will knock you out of the saddle with two LA)
It’s a shame because it’s one of the nicest horse saddles in the game, but using it is a one-way ticket to death.
Is it just this one or all caparison horse saddles from BLB/BP?
Well according to the wiki I found this:
Basically, it is listed as a “decorative” item, thus not meant to be a “power” item. That being said, 18 saddles are listed as Decorative, 6 are listed as Speed, 9 are listed as Maneuverability and 13 are listed as Defense. So the majority category of saddles are in fact Decorative and provide 0 stamina damage multiplier.
Now if you think that his is because they were sold from the BLB, well, the highest Stamina Damage Multiplier on a horse saddle (which is only 0.6) is from a BLB exclusive saddle. Well there are actually a few, some are from BLB only, some are from Culture Packs and ONLY ONE is from the base game.
If you want anything higher than 0.6 then you need to go with a Rhino, where you have one that is 0.7, but you have to buy the Isle of Siptah, one that is 0.9, again you have to buy the Isle of Siptah and one more that is 0.9 that you have to buy from the BLB. 
Arcane from the same season also has zero, I don’t know about Poitain Knight from BLB, it came out after Funcom banned me in a certain well-known case along with hundreds of other players for negative CC balance, and I swore I wouldn’t give them another penny.
It’s a real shame and just more proof of how Funcom doesn’t care about the game and has rendered one of its main features - horseback combat - practically useless.
Funcom/Tencent should think about it, because the competition isn’t sleeping, and there are more and more games with a similar focus where you can fight and build, and some of them even have mounted combat.. It obviously didn’t work out very well with Duna, so they should devote more love to their golden goose, which still has something to offer even after all these years, despite their efforts to discourage as many players as possible.
I just went over the list specifically looking at the ones listed as caparison. Regardless if they came from a battle pass, the BLB or a twitch drop they all have a value of 0.
They seem to be putting a lot of effort into Dune still. Working on getting the console version out this year and trying to bring former players back. For whatever it all means on the whole.
Anyway, perhaps the plan for CE is to let it fade away, avoiding work and expense on an outdated game built on rickety code, focusing on Dune instead, and in a few years, when the infamy of CE has mostly faded from player memory, introduce CE 2 or it’s equivalent likely on the latest version of Unreal.
Could be my tin foil hat is on too tight but at this point that might be the best that could happen.
