[BS] Build advice and What to Prioritize First

Have a 43 BS from 11 years ago that I need to spec. Was probably going to go with something like this (from the old class forums):

My issue is that I have no idea what to prioritize first. Any insights would be appreciated.

Bear Shaman: Order of Feats/Specialization (PVE Build)
