Unfortunately, I can’t really do that as it’s not my server, but thank you for your time. I suppose I just won’t be able to ever craft the Perfected Heavy Armor.
I’d suggest contacting the server admins (I’m guessing it’s not actually Wak who handles that side of things - but maybe?) - they should be able to help you, or at the very least may need to know that something is going wrong on their server and a journey step cannot be completed as a result. They may be able to track down which mod is causing the problem (or may even be able to simply award the journey step, depending on whether Pippi handles that or not).
Unfortunately, no. One of the admins had to give me the perfected armor recipes via Pippi because I couldn’t complete it no matter what we tried, and Pippi doesn’t have the functionality to tick off Journey steps.
Why?
In your tanner bench every hide (rhino, elephant, bear) becomes thick leather.
In your tanner table, all the above hides become thick hide.
The skeletons drop mostly all the hides.
The tier 4 bearers loot box occasionally gives a ton of bear pelt.
The frost giants give only thick hide.
Try to use upgrades on your skinning knives.
A high lvl purge will give you so many Perfected paddings that you won’t know what to do with them.
Killing world bosses you gain perfected paddings too.
Dungeon chests are full of hides and paddings as well…
Fight the bugs fellow exile, don’t give up.

The recipe for Perfected Heavy Armor is the reward for completing the Expert Armorer Journey, and the Armorer Journey is a prerequisite to start Expert Armorer. Harvesting thick hide is a step in Armorer.
This is true. The journey trigger is checking for a new item slot to appear in your inventory containing the target item. If you already have that item in your inventory, then there is no new slot appearing as it is just stacking with a different slot.
