With reference to:
BUG | Inconsistencies in Harvest Power #1
BUG | Inconsistencies in Harvest Power #2

After the latest updates, when it comes to harvest power from tools (hatchets, picks, pickaxes, sickles, skinning knives and cleavers), it looks like this now:

As you can see in the table above, the new Black Blood Skinning Knife must be harvest power 8 like all the other legendary Black Blood Tools.
