Is there a reason why Obsidian Skinning Knives only have a harvest power of 5?

All other Obsidian Tools have a harvest power of 8, but why is the Skinning Knife excluded?

It says right here on the wiki, “harvesting power: 5”

A hardened steel skinning knife outperforms an obsidian one.

I don’t have the game on PC to test it out on there.
