Unfortunately I have not found any solution. If I interact with the notebook it tells me that I already know the recipe, but it is not present among the knowledge.
Does anyone know how to fix this? I play on official server.

No bug. That is the book for Specialist Cooking IV, and it is listed in your knowledge.
The book for Specialist Cooking III is in a different building.
