Don’t read this unless you want minor spoilers about the end game.
After awakening the Staff of the Triumvirate and placing it on the ground, I spoke to it a couple of times. It said we needed to find the maproom in the city. Immediately interacting with it again, it spoke as if we were ‘already’ in the maproom and pointed out that he saw the Archivist, yet we were still at the Tower of Bats.
So then I proceeded to the map room. I noticed that the staff cannot be placed anywhere in the city, not even the map room. So what’s the point of all this? The archivist tells us everything we need to know when we first visit him. The speaking staff doesn’t say anything useful (as one would expect) but it also doesn’t seem to work correctly.
