Bug Description:
We receieved a recipe scroll out of the end chest at the Refuge of the Gremlins. Scroll (Witch Doctor). However, my clanmate nor I were able to use this scroll. I looked in my knowledge tree to see if I already had it, or if it had awarded without consuming. But I did not have it. Nor will the recipe scroll consume when I click on it to USE. It would appear that the use of this specific recipe scroll is somehow broken. It does not grant any recipe knowledge, nor does it consume when you click USE on it.
What is more troubling and frustrating is this: If this scroll was specifically shunted or removed from the game - the appearance of THIS scroll in the loot table has prevented us from receiving an ACTUAL USABLE rare recipe scroll. If the Witch Doctor recipe feat is no longer intended to be a functional part of the game - then the scroll should also be removed from the loot tables.
Ideally - I like stuff - and I would prefer for this scrolls functionality to be added back, or re-enabled.
Looking back in the other pane as I post this - I see that this bug has been reported before. At least one post from 2023.

Bug Reproduction:
Go to the Refuge of Gremlins while NOT in admin mode. Play through the dungeon. Kill the boss, and proceed to the end chest. Receive a rare recipe scroll that is called “Scroll (Witch Doctor)”. Click USE on the scroll, and watch the scroll not consume or grant you any feats. Give the scroll to your clanmate, and have him try. Watch the same results: scroll does not consume, nor grant any recipe feats.
