BUG UI: No Breath Display After Login Subsequent to Logging Out Underwater

Bug Description:

Quit the game while underwater and your Breath HUD is invisible at next Load-In.

Steps to Reproduce:

Be underwater. Log out. When you log back in things will be different.

  1. Swim underwater
  2. Log out
  3. Log in
  4. Swim around a bit
