Can ‘Looking for Group’ or ‘General’ chat work in all zones?

These channels only seem to work when I’m in agartha. Can these be set to work when I’m in a zone like Kaidan?

They work in every zone, but only people who are also in that zone (or one of its pocket instances) can see your messages, and vice versa.
