Can we change the default server files?

Im running my clans server and dont want to run mods so my question is are we allowed to edit default files like encumberance to not have to use valhalla weight mods and such?

anotherwords i guess what im asking is am i allowed to not use mods and change say: PlayerEncumbranceMultiplier=1.000000
PlayerEncumbrancePenaltyMultiplier=1.000000

to

PlayerEncumbranceMultiplier=2.000000
PlayerEncumbrancePenaltyMultiplier=0.500000

higher weight and alower penalty?

Can anyone answer this plz? i know i can physically change them but is it allowed?.
