Can't attach fence foundations above ground floor

I’ve found that, despite extensive evidence online to the contrary, i can’t get fence foundations to attach to the sides of more than one floor of regular foundations. It keeps saying “PLACEMENT REQUIRES CONNECTION TO LANDSCAPE”. Is this a new feature, a bug, or an example of system parity?

Steps on how to reproduce issue:
1.Place two layers of regular foundations.
2.Attempt to place a fence foundation on the side of the second layer of foundations, with or without another under it on the side of the first layer.
3.???
4.Don’t profit. (Sorry. Don’t praaaahhhhfiiiit.)

Finally got the latest update to download. Works now. I hate spotty internet.
