do we have a limite of how many xp we can get based on lvl cap or something?
been stuck on lvl 60 without earing any feat points or xp
60 is indeed the level cap, but there’s plenty opportunity to get more powerful with gear.

Level 60 is top level. without using mods.
To advance your feat points beyond this point you need to collect Fragments of Power
And trying for this Recipe Tablet of Power At the Archivist it will advance your feat points more efficiently.

As explained by Turbofjes, lvl 60 is the base game cap. If you want to progress beyond that, you can use a mod, one of many being:
