Can't invite players to clan "Clan full" when not full. XBOX PVE

Nobody on the dedicated server we play on can join each other’s clan, even though they are not full, it says they are full. Server settings allow big clans, and even people with just 1 person in the clan can’t invite players.

Steps on how to reproduce issue:

  1. Invite person to clan
  2. “Clan is full”
