Can't knockout thralls on Isle of Siptah

I can’t knockout thralls on various locations. I tried to catch a Derketo Priest on a location in the south of E8, but I cant knock out anyone there.

On other locations, for example ‘Arno’s Prospect’ (D11 at the coast), it is possible.

This is since the Update which ends The Hunt and bring back these witch hunter.
