Before I report this as a bug, I am reaching out to see if anyone has had issues with Child of Jill Feast-On-Flesh spawning in.
I myself have been farming this particular area for 5 days for nearly 2-4 hours a day in hopes of seeing this creature spawn to complete a questline. So far I have not seen this thing spawn even after checking every 20 minutes.

I haven’t been to his spot in quite some time so can’t say directly. I’ve never seen him not spawn fwiw.
Perhaps someone built over the cave and is blocking him? It’s a very popular area for teleport stones.
I went and checked on an official server. Mob was up, grats me sickle.
If the cave isn’t built over and you’re not on a modded server then I haven’t a clue why he wouldn’t spawn. Though it is possible he’s warped under the mesh. Seems unlikely as it’s persisted over several days. If he was under the mesh then server restart should have reset him.
Are you sure you are in the right spot? The Jhil caves are pretty confusing, at least to me. The wiki gives his location as such:
" * in a small pit in the middle of Bin-Yakin’s Seal - TeleportPlayer 27410 -80659 14411"
Maybe check in single player or on another server. If he (she?) spawns there, it may be something specific to the game you play.
Turns out I was not in the right spot…For as long as I played this game.. I just found a new entrance thanks to a friend and was able to complete my quest. It’s no wonder I did not find it Not once have I ever been on that ledge lol
Hmm, that’s exactly the same link and solution I gave you 3 days ago on the AoC discord… 
Well, the caves are confusing. Some are connected, some are not. It’s unnaturally dark in there; even with a torch you can miss tunnels. And I, too, missed an entrance for a long time, even though it seems obvious in hindsight.
Well, the link and said information is not what helped me. To be honest. The way it registered to me was, I see harpy, I go off memory and go hunting.
I never even looked at the link for Bin-Yakin’s Seal. Ergo never looked at the map for it. That’s my fault.
It took a server member, from a server I play on, to show me with three pictures, to show me I was in the wrong spot.
Bin-Yakin’s Seal is a new thing for me. I don’t know why I didn’t register in my head to look for a location itself online. I feel I would have still gotten lost if it wasn’t for help from everyone anyway.
