So Question,
If you are in a clan on a official server, say 6445.
1 character plays through steam. The other 1 plays through PC game pass.
What happens to the PC game pass player when the server goes Enhanced mood?
What options do they have?

Based on the official statement, the game pass player will need to server transfer to a private server (or maybe singleplayer) that will continue running UE4 (‘Conan Exiles Legacy’), or they will simply lose everything. (And that assumes that the server transfer tool is back up and running again in time.) There will be no official server access for game pass players unless/until the upgrade is made avaialble to them as well (and, at a guess, it probably won’t be possible for them to later transfer back from private to official, because server transfers between private and offical have alwys previuously been ‘one way’ (offical to private or singleplayer is OK, private or singleplayer to official is not OK).
I’m not aware of any other options open to them at this point (though I could be wrong and would be glad to be corrected).
Assuming 6445 is Exiled Lands, the Steam plyer should be fine (though it might be necessary to kick the other player from the clan before the upgrade date, just for added safety).
i’m trying to figure out whats going to happen to game pass pc accounts too. i have a steam account but i’ve bought every dlc on my game pass pc account and have a ton of bv’s not to mention all the crom coins. hell i got close to 10k crom coins and no reason to spend them if i won’t be able to play anything but single player
You’ll also be able to continue on private servers, if you can find one that runs the UE4 version. But there won’t be a bazaar available for the UE4 version, so you’ll need to spend your stock of Crom Coins before the deadline. (The body vaults will probably just be lost.)
i don’t play on private servers anymore. every single one i’ve played on has had some form of admin abuse or they asked for donations to keep the server up then shut it down as soon as the donations they asked for came in. i only play pvp too so that cuts down a lot of servers. and theres still hackers on private servers

Overall sounds like one person on steam will be migrated over to UE5 server while the other will be as well but they will not be able to access it as they will not get the UE5 update on their device. And thus, cannot load it. Maybe they will add it later, unclear.
That is just one of your issues, 6445 is an Isle of Siptah server, so you will need to pack up AS MUCH as you can on your character and your thralls/pets as they will migrate with you. Although being in a clan may complicate things, this was not clear by Funcom.
Both of you going to a private server is an option (if transfers get renabled?) but that is a one-way street. There is no option and should never be a single-player or private server transfer option back to officials as that opens up exploits and admin generated items.
