I cannot redeem “Secrecy Enforcement Agent - Outfit” as it gives “full inventory” or “database error”.

Those errors can also occur when you claim an award item for a clothing item you already own. The picture of the Secrecy Enforcement Agent - Outfit you’ve provided shows the item name in red, which indicates that it cannot be used.
Be sure that you don’t already own the set. It can be found under Clothing Sets in the Dressing Room by the name Secrecy Enforcement Agent. Its individual components can be found in the associated clothing slot categories sans the outfit name, such as for example Tailored suit jacket, black being under Tailored suit jacket in the Back category of the Dressing Room.
