Dungeon Delver steps are in the wrong order

Bug Description:

The Well of Skelos steps are in the middle of the journey, even though that dungeon is deep inside the Volcano region. The rest of the steps might be alright, but could use another pass compared against recommended level.

I believe they’re based upon difficulty. The hardest dungeon is last: the wine cellar.
