If you leave an elevators render distance it will return the elevator to the up position, i just finished a high up base and had to demo it because this stupid bug has made it a headache just to use them
I can confirm this bug is on live as well, leave a zone elevator will be in the up position when you return.
and you need to hit the activator twice to make it come back down.

I have noticed the elevator is broken upon placement (0 hp).
