@Khauncubine I am so sorry that you too have now found yourself in this situation. I am a fellow Singleplayer myself. And although my game has since corrected itself, I was once stuck in the same saddening position as yourself. In fact this issue was rather widespread at the time it came to a fore (see the thread below for the extent). I wish I had reliable, sure fire way to alleviate this issue for you, bad sadly I do not.
As Funcom has announced they are redirecting focus from adding content to fixes and stabilisation, there may very well be a fix in the swag, which is coming sometime in “Fall”. But for now the best I can do to assist is provide you with a relatively generic list of suggestions (some I can see you have already tried) I have been sharing with those affected by this issue. Please let us know if any do the trick.
