Bug Description: The Exiled Merchant outside, New Asagarth, that sells the Helm of the Mad Prophet has not spawned for weeks. I suspect a player-owned structure nearby may be preventing the spawn.
Bug Reproduction: Go to exiled merchant encampment outside New Asagarth. There is one merchant who is not spawning. Notice a player-owned platform and thrall not far away.
