Existing armor has lost expected attribute bonuses

Bug Description:

Noticing as of yesterday that the T4 crafted armor we’ve been constantly using and spec’ed for that used to give +2 to stats that now only gives +1 to stats. If we craft new armor w/T4 thrall it crafts the +2 to stat armor.

Examples:
NOTE: New armor was crafted with weight reduction T4 Thrall

Older Redeemed Legion Gauntlets crafted with T4 thrall shows +2 Vit bonus (used to be +3)
Craft new Redeemed Legion Gauntlets with T4 thrall shows +3 Vit bonus

Older Heavy Tasset crafted with T4 thrall shows +1 Enc bonus (used to be +2)
Crafted new Heavy Tasset crafted with T4 thrall shows +2 Enc bonus

All are High Grade

Steps to Reproduce:

  1. Logon
  2. Put on recently used armor
  3. Check attributes tab for expected bonuses
