Fall damage seems to be extremely low

Fall damage seems to be very low since the last update, heights that killed me before now barely hurt me. I do not have the 2nd perk from agility (cat-like reflexes) that reduces fall damage.
Tested without any mods active.

Please provide a step-by-step process of how the bug can be reproduced.

  1. Jump down from high places
  2. Take less damage than normally
