Floatsam building pieces won't upgrade/snap to upgrade

There is a bug for the new building pieces, it won’t allow us to upgrade the wall without dismantling them.

Unfortunately, it is not a bug. It is intended that T1 DLC flotsam can only be upgraded with T3 DLC stormglass.

Unable to upgrade from flotsam t1 into any other dlc building piece, except the stormglass
