[FORUM] The Bug Reports formatting guidelines are not pinned

Navigating to the Bug Report forums, the generally-pinned post on formatting bug reports does not appear at the top. It was marked as pinned in May '18. It can be found by direct link here: Bug Reporting Guidelines
Unfortunately, it is the oldest post in the forums and you have to scroll forever to find it.

To replicate:

  1. Go to anarchy online forums.
  2. Go to Bug Reports.
  3. Look for Bug Reports section.
  4. Scroll down and load more until it appears at the bottom.
